Овруч, Житомирська область, Україна» ЗАПРОШЕННЯ ДО УЧАСТІ У ТЕНДЕРІ Розробка проєктної документації, в т.ч. проходження комплексної експертизи, проведення авторського нагляду, а також капітального ремонту частини колектору каналізаційних мереж. Заміни обладнання насосних станцій  2-го підйому та встановлення фотоелектричних станцій з системою акумулювання енергії в батареях (BESS) Це Запрошення до участі у тендері слідує за Загальним оголошенням про закупки для цього проекту, яке було опубліковане на веб-сайті НЕФКО у розділі Оголошення про закупки (<a href="http://www.nefco.org">http://www.nefco.int</a>). Овруцька міська рада надалі – «Замовник», має намір використати частину коштів фінансування, отриманого від Північної екологічної фінансової корпорації (НЕФКО), на оплату  витрат по проекту «Сонячне електропостачання для водонапірних насосних станцій та часткова реконструкція каналізаційних колекторів в м. Овруч, Житомирська область, Україна»   Замовник  цим запрошує Підрядників подавати свої запечатані тендери для отримання контракту, що фінансуватиметься коштами НЕФКО:               Розробка проєктної документації, в т.ч. проходження комплексної експертизи, проведення авторського нагляду, а також капітального ремонту частини колектору каналізаційних мереж. Заміни обладнання насосних станцій  2-го підйому та встановлення фотоелектричних станцій з системою акумулювання енергії в батареях (BESS). Очікуваний строк виконання контракту - 11 місяців. Для Устаткування та Супутніх робіт, що будуть поставлятися за цим контрактом  передбачено звільнення від оподаткування у відповідності з порядком, визначеним постановою Кабінету Міністрів України від 15.02.2002 року №153 «Про створення єдиної системи залучення, використання та моніторингу міжнародної технічної допомоги». Підрядник, з яким буде укладено контракт, буде зобов’язаний щомісячно до 20 числа складати та подавати до органу Державної податкової служби (в письмовому та електронному вигляді), в якому перебуває на обліку як платник податків,  інформаційне підтвердження придбання товарів, робіт і послуг у пільговому режимі за кошти міжнародної технічної допомоги відповідно до умов Контракту. Тендери щодо контрактів, які фінансуються НЕФКО, є відкритими для фірм/осіб з будь-якої країни. Щоби бути кваліфікованим для присудження контракту, Учасники тендеру повинні відповідати наступним мінімальним вимогам: <ol style="margin-top:8px; list-style-type:lower-alpha"> <li style="margin-top:8px; margin-left:8px; text-align:justify">Задовольняти критеріям правомочності, визначеним у пункті 4 Інструкцій для Учасників Тендеру</li> <li style="margin-top:8px; margin-left:8px; text-align:justify"><a name="_Hlk82464962">Середній річний  дохід за найкращі три (3) роки протягом останніх п’яти (5) років (упродовж 2020-2024 років)  становить не менше 1 820 000 євро</a> в еквіваленті.</li> <li style="margin-top:8px; margin-left:8px; text-align:justify">Учасник тендеру має продемонструвати, що в нього є доступ  або є в наявності ліквідні активи, необтяжені реальні активи, кредитні лінії чи інші фінансові інструменти, достатні для  забезпечення потреб в обігових коштах для виконання Контракту, що оцінюються у сумі, яка становить не менше, ніж двадцять відсотків (30%) від ціни тендерної пропозиції Учасника, беручи до уваги зобов’язання Учасника у інших Контрактах. </li> <li style="margin-top:8px; margin-left:8px; text-align:justify">Продемонструвати досвід виконання робіт:</li> </ol> (і) В 2 контрактах з відновлення каналізаційного колектору шляхом cанації гнучким полімерним рукавом протягом останніх 5 років, починаючи з 2021 року та до моменту подачі тендерної пропозиції, загальною вартістю не менше 1,000,000 Євро в еквіваленті; (іі) В 2 контрактах з монтажу сонячних електростанцій (СЕС) протягом останніх 5 років, починаючи з 2021 року та до моменту подачі тендерної пропозиції, загальною вартістю не менше 140,000 Євро в еквіваленті (ііі) В 1 контракті з будівництву/капітальному ремонту/реконструкції насосних станцій (НС) протягом останніх 5 років, починаючи з 2021 року та до моменту подачі тендерної пропозиції, загальною вартістю не менше  75,000 Євро в еквіваленті. Досвід по контрактах (ii) з монтажу сонячних електростанцій (СЕС) та (iii) будівництву/капітальному ремонту/реконструкції насосних станцій (НС) може бути підтверджений субпідрядними організаціями. У разі подання тендеру СПКА провідний партнер повинен продемонструвати принаймні 50% відповідності вимогам (b) - (d (і)) вище. <ol start="5" style="margin-top:8px; list-style-type:lower-alpha"> <li style="margin-top:8px; margin-left:8px; text-align:justify">Невиконання контракту Учасником тендеру (включаючи членів СПКА, якщо це доречно) не відбулося протягом останніх 2 років (2024-2025 р.р);</li> <li style="margin-top:8px; margin-left:8px; text-align:justify">Усі поточні досудові та судові провадження, справи та судові рішення, що набрали законної сили, а також обтяження відносно Учасника (включаючи членів СПКА) та/або відповідних керівників, загалом не повинні становити більше 30% від сукупних чистих активів Учасника;</li> <li style="margin-top:8px; margin-left:8px; text-align:justify">Учасник тендеру повинен продемонструвати, що він (одна юридична особа або партнер/член СПКА або відповідний Субпідрядник) має персонал для ключових посад, які відповідають Кваліфікаційним вимогам, наведеним в Тендерних документах; </li> <li style="margin-top:8px; margin-left:8px; text-align:justify">Учасник тендеру повинен продемонструвати, що він або призначений ним субпідрядник має обладнання та техніку, які відповідають вимогам та кількості, наведеним в Тендерних документах.</li> </ol> Тендерні документи можуть бути отримані безоплатно від офісу за електронною адресою, вказаною нижче, після отримання письмового запиту від потенційного учасника тендеру. Після отримання письмового запиту від потенційного учасника тендеру документи будуть негайно відправлені електронною поштою у форматі PDF та MS  Word, проте відправник не несе відповідальності за втрату чи пізню доставку відправлення. У разі розходження між версіями документів в PDF та MS Word форматах, версія PDF буде переважати. Всі тендери мають подаватись із декларацією про гарантування тендеру. Перед-тендерна зустріч для  Учасників тендеру із представниками Замовника для відвідування об’єкту та обговорення технічних та процедурних питань відбудеться 22 грудня 2025 року об 11.00 за київським часом за адресою: 11101, Україна, Житомирська область, Овруч, Тараса Шевченка. Тендери повинні бути надіслані за адресою, вказаною нижче, до 14.00 за київським часом 22 січня 2026 року, після чого вони будуть відкриті в присутності тих представників Учасників тендеру, які виявлять бажання бути присутніми при відкритті. Replacement of equipment of pumping stations of 2nd heaves and installation of PV stations with battery energy storage system (BESS) This Invitation for Tenders follows the General Procurement Notice for this project which was published on the Procurement Notices section of NEFCO’s website (<a href="https://www.nefco.org" style="color:#467886; text-decoration:underline">https://www.nefco.int</a>). Ovruch Municipality Council, hereinafter referred to as the ‘Employer’, intends to use part of the financing received from the Nordic Environment Finance Corporation (NEFCO) to cover the costs of the project ‘Solar energy supply for Water Pumping Stations and partial renovation of sewage collectors in Ovruch, Zhytomyr region’. The Employer now invites sealed tenders from Contractors for the following contract to be financed by NEFCO: <ul style="margin-top:8px"> <li style="margin-top:8px; margin-left:8px; text-align:justify">Development of design documentation, including obtaining expertise conclusion, author's supervision, as well as capital repair of part of the sewage collector. Replacement of equipment of pumping stations of 2nd heaves and installation of PV stations with battery energy storage system (BESS).</li> </ul> The expected term of the contract is 11 months. For the Equipment and Related Works to be supplied under this contract, exemption from VAT taxation is provisioned in accordance with the procedure established by the Resolution of the Cabinet of Ministers of Ukraine dated February 15, 2002 No. 153 “On the Creation of a Unified System for Attracting, Using and Monitoring the International Technical Assistance”. The Contractor with whom the contract will be concluded will be obliged by the 20th of each month to prepare and submit to the State Tax Service body (in written and electronic form) in which it is registered as a taxpayer, information confirmation of the purchase of goods, works and services under a preferential regime for international technical assistance funds in accordance with the terms of the Contract. Tendering for contracts that are to be financed with the proceeds of NEFCO financing is open to firms/ individuals from any country. To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria: <ol style="margin-top:8px; list-style-type:lower-alpha"> <li style="margin-top:8px; margin-right:-3px; margin-bottom:8px; margin-left:8px; text-align:justify">Shall meet the eligibility requirements set forth in ITT 4 </li> <li style="margin-top:8px; margin-right:-3px; margin-bottom:8px; margin-left:8px; text-align:justify"><a name="_Hlk82464962">Average annual turnover for the best three (3) years over the last 5 years (during 2020-2024) is minimum 1 820 000 EUR in equivalent</a></li> <li style="margin-top:8px; margin-left:8px; text-align:justify">The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the production cash flow for the contract estimated as not less than twenty percent (30%) from the tender price of the Tenderer, taking into account the Tenderer's commitments for other contracts</li> <li style="margin-top:8px; margin-left:8px; text-align:justify">Tenderer's experience: </li> </ol> <ol style="margin-top:8px; list-style-type:lower-roman"> <li style="margin-top:8px; margin-left:56px; text-align:justify">In 2 contracts for the rehabilitation of the sewage collector by means of flexible polymer sleeve rehabilitation during the last 5 years, starting from 2021 and until the moment of submission of the tender offer, with a total value of at least 1,000,000 Euro in equivalent</li> <li style="margin-top:8px; margin-left:56px; text-align:justify">In 2 contracts for the installation of solar power plants (SPPs) over the last 5 years, starting from 2021 and until the moment of submission of the tender, with a total value of at least 140,000 Euro in equivalent</li> <li style="margin-top:8px; margin-left:56px; text-align:justify">In 1 contract for the construction/capital repair/reconstruction of pumping stations (PS) during the last 5 years, starting from 2021 and until the moment of submission of the tender offer, with a total value of at least 75,000 Euro in equivalent</li> </ol> Experience in contracts for (ii) installation of solar power plants (SPPs) and (iii) construction/ capital repair /reconstruction of pumping stations (PS) can be confirmed by subcontractors. In case of a tender submitted by JVCA, the leading partner should demonstrate at least 50% compliance with the requirements (b) - (d (i)) above. <ol start="5" style="margin-top:8px; list-style-type:lower-alpha"> <li style="margin-top:8px; margin-left:8px; text-align:justify">Non-performance of contract by Tenderer (including members of JVCA, if appropriate) did not occur during the last 2 years (2022-2024) </li> </ol> <ol start="4" style="margin-top:8px; margin-bottom:8px; list-style-type:lower-roman"> <li style="margin-top:8px; margin-right:-3px; margin-bottom:8px; margin-left:56px; text-align:justify">All pending litigation against Tenderer (including members of JVCA, if appropriate) shall in total not represent more than 30% of the Tenderer’s net worth.</li> <li style="margin-top:8px; margin-right:-3px; margin-bottom:8px; margin-left:56px; text-align:justify">The Tenderer must demonstrate that it (or members of JVCA, or relevant sub-contractor), has the personnel for the key positions that meet the qualification requirements given in tender document</li> <li style="margin-top:8px; margin-right:-3px; margin-bottom:8px; margin-left:56px; text-align:justify">The Tenderer must demonstrate that it, or appointed sub-contractor, has the key equipment which are meeting requirements given in the Tender document</li> </ol> Tender documents may be obtained from the office at the email address below free of charge upon a written request from a prospective Tenderer. Upon receiving the written request from prospective Tenderer, the documents will be promptly dispatched electronically in PDF and MS Word format, however, no liability can be accepted for their non-delivery or late delivery. In case of discrepancies between the PDF and Word versions of the document, the PDF version shall prevail. All tenders must be accompanied by a Tender-Securing Declaration.
